With narcotics being legal for "personal" use in Mexico---?

Look at this way when the drug cartel cannot get their shipments across the border the drugs are sold locally and Mexicans do buy their drugs. This belief that everybody but Mexicans use drugs is false and misleading.Mexico has a lot of rehab centers and addicts which means when their money dries up they come here.This is how all the Mexican gangs get started in the US. Those that want fast money so they can buy their fix once they get arrested we pay to rehab them while they sit in jail and once deported walk back in. Its an endless cycle
