Please explain what is Tax Offsets?

I was sure i had to pay about $800 tax this year, half of that is tax withhelding and the other half i umed i would have to pay the govt. But instead i get the withhelding tax back due to taxable offsets (Low income $1,200). What is taxable offsets?
