What is the best way to display individual 4x6 photographs....?

of each member of our congregation? I have about 30-40 pictures to display for the congregation to see. I originally had these posted on a bulletin board but I'd like to see some ideas that other churches had/have. Anyone use posterboard? If so, how? Thanks.
