I jumped a 30 ft. hole due to "no warnings" after storm floods in my area,who's responasble?

i live in samson,al. .during the floods that came 2009-10,i entered co.rd. 21 off hwy.27 ,came aroung sharp curve,with absolutely no ,none,not the first warning of the 20 something ft. pothole that almost killed me,whn state troper finally came, never did i get asked are you okay,was there any other pengers in vehicle. while on with my insurance company,the officer even ordered me to move my car!! how ,i just jumpes 30 something odd ft,counting my hitting point p the bridge railings.. and,why who's way wuold i possible be in... being theres a 20 something ft. huge hole behind me now... my insurance co. telling me,"are you kidding,is the officer really telling you to do such ..."were suppose to arrive and evaluate the accident ... until vehicle is properly moved ...especially it being out of traffic, and a one man acident.. my lexus totalled,being in shock and having officer really defend how the county is not responsable instead of finding out i (?) was okay...he was rude ,very defendsive towards me...
