I got a boat and i cant get the trim to go up and down?

when i push the on to get it to go up and down you can hear the pump for it running but it does not move i can lift if up. it has grease fittings if i greased it would that help or is the pump bad i need help tx its a 1977 mercruiser 4 cyl. gm
