Fresh attacks on Indian fishermen.Why there is no fool-proof policy other than mere diplomatic"Talk&Visit"?

firstly India hand over Katcha island, now they want entire Tamil Nadu. India have no power to stop this attack. for the sake of fisherman safety it is better........
